This book contains the proceedings of the 2023 3rd International Conference on Public Management and Big Data Analysis (PMBDA 2023) held in a hybrid form from December 15th to 17th, 2023. The conference topics covered in this conference include Public Management, Energy Management, Digital Cities, Project Management, Blockchain, Service Science Big Data Analysis and Big Data Security Applications.

The conference aims to promote communication and cooperation between academia and industry and provide a platform to discuss the latest research results and development trends in Public Management and Big Data Analysis. We invited experts, scholars, and industry elites worldwide to share their research results and experiences from different perspectives and fields. In addition, we would like to thank the conference chair, publication chairs, technical program committee chairs, program committee chairs, conference secretariat, local organizers, and conference sponsors for their financial support in making PMBDA 2023 a success.
