Rapid advances in high speed digital signal processing, wide band A/D, and reconfigurable smart antennas are revolutionizing radio technology. The next generation radios will support new capabilities such as wide band sensing, rapid reconfigurability and real-time spectrum allocation and access. They show promise of enabling new kinds of "Dynamic Spectrum Access" (DSA) networks that can more efficiently access variable amounts of radio spectrum. However, these networks will challenge current "command and control" techniques for allocation and licensing of spectrum and demand new innovations in spectrum policy.

Technology and Policy for Advanced Spectrum (TAPAS) is a new 1-day workshop aimed at assembling technology and policy experts to disseminate cutting edge research in this field. The workshop program will include refereed research and position papers, panel discussions and invited keynotes.
