Abstract
Community Health Centers (Puskesmas) always strives to serve well all care needs including curative (treatment), preventive (prevention efforts), promotive (health improvement), and rehabilitation (health restoration) services with the hope that patients who receive health services will feel satisfied. This research aspires to determine the provisions for implementing health services at the Community Health Center, to assess how such services are being implemented there, and to identify any barriers that stand in the way of providing community health services to patients at the Community Health Center. The research is legal research and used a type of empirical juridical approach with empirical elements obtained by processing information from primary, secondary, and tertiary legal sources and materials, as well as original data obtained via conducting interviews. This research manages existing data using qualitative analysis. Overall, the implementation of public services at the community health center can be said to be good. Public complaints that are considered unsatisfactory are regarding the friendliness of community health center employees and regarding discipline regarding services to inpatients, in addition to the Community Health Center's absence of defined public service standards and standard operating procedures, which runs counter to the duties of public service providers. It is required by Law Number 25 of 2009 respecting Public Services, Article 15.
