Abstract

This study examines the social and political dynamics influencing the deliberative democratic process in ethnic communities in peatland areas of Barito Kuala Regency, South Kalimantan. Using a qualitative case study approach in Kolam Kanan Village, Barambai District, the research analyzes the implementation of village deliberations, from Musrenbangdes to Musrembandes. The findings indicate that these processes generally reflect the principles of deliberative democracy, characterized by open dialogue and inclusive participation. However, final development decisions are not consistently determined through consensus or majority agreement. The study further reveals the significant influence of political factors, where personal proximity to local elites and electoral outcomes shape which development programs are approved. This suggests that while deliberative democracy is practiced procedurally at the village level, substantive decision-making remains strongly influenced by electoral democracy.
