Abstract
This research describes the optimization of Tabungan Perumahan Rakyat (Tapera) fund management, particularly in highlighting the balance between delivering benefits and fund sustainability. The newly implemented housing finance policy, Tapera is one of the housing finance programs initiated by the government of Indonesia through Law No. 4/2016 and Government Regulation No. 25/2020 to provide a financing alternative for the people, especially those who came from the lower-income segment (MBR). There are three main activities of Tapera fund management: fund collection from the public, fund investment to increase its value, and fund utilization for housing finance. This research is built on the qualitative approach and the analysis is conducted descriptively using the manpower base data from the Central Bureau of Statistics (Badan Pusat Statistik/BPS). This research shows that the key to Tapera fund optimization lies in the Tapera fund’s portfolio allocation for investment, deliverable benefits, and reserved funds.
