Abstract
Bureaucratic problems arise when the State's civil apparatus is faced with political interests for the infinity of the regional head's power. This condition has been even more potent for a long time because the district head concurrently became a staffing supervisor official. In the process of dismissal and appointment of civil apparatus positions of the State, regional leaders tend to utilize their power and authority rather than considering the competence and professionalism of ASN in the merit system. The approach used is a qualitative-explorative method with the support of a literature review. The goal is to describe reality based on the local government bureaucracy's facts and governance while finding the best solution. Through data analysis found decisive political intervention in bureaucracy. There is also a counter version in the appointment and dismissal of ASN positions because it is contrary to the State Civil Apparatus Law. Political interests and the perpetuation of power through the work and clearance of ASN positions are increasingly felt ahead of regional head elections and after the implementation of local elections. Ironically, this condition is declared as the regulation clause that is considered to provide opportunities for the politicization of bureaucracy in the Local Government.
