Abstract
This qualitative study examines the dynamics of participation through school committees in Pantai Labu District, Deli Serdang. Community participation through school committees is crucial for school improvement, yet the extent of such participation in rural Indonesia remains underexplored. Data from observations, interviews, and document analysis reveal the committees' strategic role: fostering a shared vision for education programs, prioritizing improvements, and evaluating development strategies to support principals. The average observation score was 60% (categorized as "fair"), indicating moderate engagement limited by principals' incomplete understanding of the committee's functions. These findings underscore the need for principal training to enhance participation, in line with decentralization policies. This study provides a contextual model for improving accountability in Deli Serdang schools.
