Abstract

This study explores the integration of local cultural content into character education within the context of tourism education in Binjai City, Indonesia. The research employed a Research and Development (R&D) approach using the 4D model (Define, Design, Develop, and Disseminate) to develop a culture-based character education module supported by digital learning media. The developed materials were validated by experts and implemented in secondary school classrooms to examine their relevance, practicality, and educational effectiveness. The findings indicate that integrating local cultural elements enhances students’ understanding of cultural values and character development. Furthermore, the learning activities encouraged greater awareness of local heritage and its potential connection to community-based tourism. Overall, this study suggests that character education grounded in local culture can strengthen cultural literacy while supporting early forms of community engagement and tourism-related educational initiatives.
