Abstract
This study investigates how regional independence, capital expenditure, and economic growth impact the Human Development Index (HDI) in Lampung Province from 2015 to 2022. Employing panel data regression, the research utilizes data sourced from the Central Statistics Agency (BPS) and budget reports from the Ministry of Finance. The analysis focuses on quantitative data, including HDI, levels of regional independence, capital expenditure, and Gross Regional Domestic Product (GRDP) growth rates across districts and cities in Lampung Province during the study period. Data processing was conducted using Eviews-10 software. Findings reveal that regional independence and capital expenditure have a significant positive influence on HDI. Although economic growth positively affects HDI, the impact is not statistically significant. Collectively, the independent variables significantly influence HDI. These results highlight the importance of enhancing regional independence and optimizing capital expenditures to improve human development outcomes.
