Abstract
The Covid-19 virus pandemic that is currently sweeping the world has had an impact on human life. Practically not a single country in the world was prepared for this catastrophe. In Indonesia, this situation calls for innovative policies from the government in facing the national emergency of Covid-19, so that services to the citizens are still fulfilled. This study aims to analyze the implementation of the concept of dynamic governance through discretion policy in facing the Covid-19 national emergency in Indonesia. This study uses a normative method with a statute approach and conceptual approach. The results of this study indicate that the application of the concept of dynamic governance in facing the national emergency of Covid-19 in Indonesia can be done through discretion policies by the government. The policy must be adaptive so that it is able to adapt to changing conditions that are very fast in the midst of the Covid-19 outbreak.
