Abstract
The handling of the Mount Merapi eruption disaster cannot be fully borne by the central government, because it requires fast and precise handling, especially for refugees. Since 2020 the situation has experienced a Covid-19 pandemic where positive cases in Magelang Regency have soared as well. It takes the presence and authority of The Regional Government of Magelang Regency to handle this problem. In this case, The Regional Government of Magelang Regency has chosen Sister Village that born from Paseduluran values in the disaster management system. This research is done through normative juridical method with secondary data. This research aims to show the steps and effectiveness of Sister Village strategy by The Regional Government of Magelang Regency to handle both the Mount Merapi eruption and the transmission of Covid-19 to refugees.
