Abstract
Moving the State Capital out of Jakarta has been discussed for a long time, starting with the Dutch East Indies government in the era of President Soekarno, President Suharto, up to President Soesilo Bambang Yudhoyono, and finally in the era of President Joko Widodo with various rational reasons that accompany it. the previous government requires firmness so that the goal of equitable development can be realized. In this study, the author uses a qualitative research method that seeks to view the object of research holistically. However, decentralization is a concept for IKN that should not conflict with the constitution.
