Abstract
State recognition of land rights owned by the community as legal subjects that give rise to control over land makes the state obliged to guarantee legal certainty of land rights by registering land for the first time by issuing a certificate as proof of ownership of land rights. The village head and village head played an important role in supporting the first-time land registration process with their land registration book (Surat C). The legal problem in land data collection is the belief that land data at the village level is well filled, correct, complete and always up to date, and well maintained. This research uses a normative juridical approach or normative law. The answer to the research problem regarding the responsibility of the village head and village head in the land register book for the administration of just land is the responsibility of land crimes including land grabbing. The criminal act of document forgery is regulated respectively in Articles 263, 264, 266 and 274 of the Criminal Code as well as the criminal act of embezzling the rights of immovable property such as land, house, rice. field. Civil responsibility is to use or apply the principle of unlawful acts or onrechtmatige daad as well as administrative sanctions based on the provisions of Law Number 6 of 2014 concerning Villages, namely in the form of warnings, temporary notification until permanent discharge from the position of Village Head.
