Public Concern over Carbon Emissions and Its Impact on Government Environmental Governance-A Study Based on the Provincial Baidu-Index in China

Public Concern over Carbon Emissions and Its Impact on Government Environmental Governance-A Study Based on the Provincial Baidu-Index in China

Abstract
Based on the panel data of 30 Chinese provinces from 2015 to 2021, and using Baidu-index to measure provincial public concern over carbon emissions, this study uses the Fixed Effects Model and Two-Stage Least Squares (2SLS) Regression Model to explore the factors influencing public concern about carbon emissions and their effects on the environmental governance of each provincial government. The results show that public concern for carbon emissions is positively related to the Internet penetration rate, age structure, industrial structure, education level, urban environmental pollution status and economic development level of provinces and that an increase in public concern for carbon emissions has a positive impact on the environmental governance of local governments.
