Innovation in Sub-Saharan Africa (SSA): A conceptual and empirical baseline

This study establishes a baseline for improving Sub Saharan Africa’s (SSA) performance in the Global Innovation Index. Using a ten year time series analysis of data from the World Intellectual Property Organisation (WIPO) and the United Nations Industrial Development Organisation (UNIDO), supported by a systematic review of literature on innovation and innovation ecosystems, the research highlights persistent regional underperformance. A meta analysis shows that innovation in SSA is shaped by multidisciplinary perspectives, yet progress remains limited despite global emphasis on innovation driven development. Descriptive statistical trends across 54 countries reveal that SSA continues to lag behind other regions, with minimal improvement over a decade of WIPO assessments. The findings underscore the need for evidence based strategies, stronger innovation ecosystems, and coordinated institutional efforts to enhance competitiveness, productivity, and sustainable development across the region.
