Abstract
Every eligible citizen has the right to vote, even if their economic, social, or geographical situation makes it hard for them to do so, as is the case for coastal communities. However, the participation of coastal communities in elections are political right and must be realized by the state, as mandated by the law. This study aims to see what the participation of coastal communities in Bintan and Kota Tanjungpinang Regencies is like and how the concept of reconstruction of the electoral law in increasing the involvement of coastal communities in simultaneous elections in Indonesia. This study is normative legal research with a statutory, moral, and conceptual approach. Findings suggest that the participation of coastal communities in Bintan Regency and Tanjungpinang City only concerns voter participation in exercising their voting rights. Moreover, the regulation of community participation in the electoral law is minimal. So it is necessary to have a concept of electoral law construction to increase the involvement of coastal communities in simultaneous elections in Indonesia by adding rules that provide opportunities to communities, especially coastal communities.
