Abstract

This grounded theory study analyzes the Yuan’e system in 12 H Province universities, identifying five core issues: uneven implementation, inadequate communication, systemic rigidity, funding shortfalls, and poor coordination. Corresponding solutions include: a tiered implementation mechanism, youth-oriented policy dissemination, independent career pathways, standardized financial safeguards, and enhanced cross-department collaboration, providing theoretical and practical guidance for system optimization.
