Abstract
This research is a fundamental study of the non-traditional security conceptual debates that have occurred for decades in various places around the world. The non-traditional security dimension highlights many aspects of human security, including aspects of food security, economy, social, energy, natural resources and the environment with an emphasis on aspects of community participation so that it accommodates democratic values in it. The debate over the concept to be explored is an "extension" to the concept of security outside the traditional security arena which leaves many aspects of security techniques. This includes a closer look at the implementation of democratic policing in Indonesia.
