Abstract
Mobile-based learning is learning that can be done anywhere and anytime through information technology. The purpose of this study is to develop a mobile-based learning model in higher education. This study refers to the design of ADDIE development which includes five stages, namely: Analysis, Design, Development, Implementation, and Evaluation. Based on the test results, the product is declared valid, and an effective and efficient learning model is obtained. Based on the qualitative and quantitative analysis, the appropriate learning model in higher education is through a combination of learning in class, and online learning assisted mobile. Mobile learning can be a complement to the lecture material given in class. Thus, mobile learning can function as a remedial and enrichment.
