The research results show that there are three cohesive relationships, namely: 1) family relations, where each family member has a role that supports each other in advancing the economy, 2) neighbor relations, this relationship is established through mechanical social interaction, get to know each other, become familiar and foster a high sense of solidarity with each other, 3) the relationship between the owners of capital and fishermen is called punggawa-sawi, the cooperative relationship is related to socio-economics, where there is a division of labor and distribution of results. Recommended research findings that the Pa'belle fisherman empowerment program in Bua sub-district, Luwu Regency should not only be patriarchal in nature which places men as fishermen and have domination rights, but also for women to have a better life again.
