Abstract

A coastal region is an area that forms a boundary between land and ocean that can extend toward land and the sea with varying areas, depending on topographic conditions, destinations, and specific program needs. The control of coastal land to the people of Jatirejo Village of Pasuruan Regency who has occupied and used the land has been going on for approximately 25 years. Given the importance of land for survival, it is necessary to regulate and implement legal protection of people living on the coast, so that planning, supervision, utilization, and control of coastal resources by the rules of National Agrarian law are needed. The land occupied by the coastal community is state land that lacks attention and maintenance from the government so that it is used as a fish market, the establishment of huts, and houses by coastal communities for generations to date. For the people of Jatirejo Village, this can cause legal problems someday if not immediately handled wisely, namely by considering the principles of certainty, expediency, and protection.
