Abstract

In line with the development of science and technology, humans could not be separated from various forms of problems in the life of shipping and shipping. The history of the development of shipping and shipping safety is known as SOLAS or Safety of Life at Sea. There have been several changes to the International Convention on SOLAS. Among these changes is the power of the Indonesian government to inspect the seaworthiness of foreign vessels flying flags other than the red and white flag in order to reduce the risks associated with navigation.
