Abstract

In this paper, we describe two major issues in objectbased video coding and communications and provide solutions based on the MPEG-4 coding standard. We first consider the general problem of bit allocation among shape, texture and motion in video coding, and provide optimal solutions based on MINMAX (Minimum Maximum) and MINAVE (Minimum Average) distortion criteria, respectively. Then, we discuss the resource allocation problem in video communications, and demonstrate a number of unequal error protection schemes including separated packetization, joint sourcechannel coding and data hiding. Experimental results demonstrate significant gains by using these algorithms.
