Abstract

TV White Space (TVWS) is a large portion of vacant spectrum in UHF/VHF bands that are created during the Digital Switchover (DSO) for the higher spectrum efficiency of Digital TV. The newly available TVWS will enable new communication services. This paper presents the reviews on the state-of-the-art on cognitive access to TV White Space, including the regulatory development and standardization progress in organizations, analysis of different cognitive access mechanisms for TV White Space, and potential use cases of the TVWS spectrum.
