Abstract
To operate various radio access technologies (RATs) for system capacity optimization in future heterogeneous wireless network, the joint radio resource management (JRRM) was proposed. With the joint session admission control (JOSAC) and joint resource scheduler (JOSCH), JRRM supports intelligent interworking between different RATs and achieves overall system capacity gain by splitting the scalable services into substreams carried by different RATs and combining them at the terminal. However, the independent scheduling on different RATs will cause significant synchronizing delay that some services cannot tolerate. In this article, a novel JOSCH is proposed based on generic link layer (JOSCH-GLL) which can reduce synchronization delay significantly in the case of large amount of users by considering other RATs' scheduling situation. The simulation result of performance improvement is given at the end of the paper
