Abstract
This paper addresses the issue of constructing a leasing and integrated operations and maintenance (O&M) system for surplus enterprise-owned communication network resources after internal usage requirements are met. It begins with a partial review of domestic and international literature on leasing models and integrated O&M systems, Then, centred around four core principles—economic efficiency, scalability, reliability, and cost-effectiveness—and based on six key aspects: network architecture design, bandwidth allocation strategies, Quality of Service (QoS) policies, technical implementation plans, resource cost calculation models, and management monitoring systems, a communication network resource leasing model is designed. This model balances technical feasibility and economic considerations, capable of meeting differentiated demands across regions arising from varying levels of economic development. Finally, an integrated operations and maintenance system is established across five layers: a unified authorization management platform, a physical network virtualization isolation layer, a multi-factor authentication and key management system, an intelligent operations monitoring centre, and a dynamic resource scheduling engine. This system addresses challenges in unified management platforms, access control, data security, fault detection and recovery, and resource allocation.
