Abstract
Against the backdrop of the rapid development of blockchain technology, cross-Strait credit cooperation faces challenges such as institutional differences, information barriers, and insufficient legal protection. This paper proposes an inter-regional collaborative governance model, which combines blockchain technology to build a cross-Strait credit information sharing platform and explores a path of legal collaboration. The research suggests that by means of vertical, horizontal, and public-private interaction mechanisms, establishing diversified governance institutions (such as official, semi-official, and association-type organizations) and adopting the blockchain 3.0 technology with a consortium chain architecture, problems such as ambiguous ownership and security risks in credit information sharing can be effectively solved. In terms of legalization, it advocates promoting the construction of credit cooperation framework agreements, data property rights systems, and sharing rules through “soft law governance” to balance the needs of data security and circulation. Finally, it is proposed that through cross-Strait collaborative legislation, standard unification, and regulatory linkage, support can be provided for the construction of a credit community and the high-quality development of the economy.
