Abstract
Against the backdrop of the integrated development of the “dual carbon” goals and the digital economy, green power data, as a new type of production factor, has seen its cross-border sharing become a core pillar for driving the collaborative transformation of energy across the Taiwan Strait. However, the two sides of the Strait fall under different legal regulatory systems, which exposes green power data sharing algorithms to multiple challenges, such as conflicts over data sovereignty, discrepancies in compliance standards, and imbalances in technological security. Focusing on algorithm compliance as the core research dimension, this paper systematically sorts out the legal frameworks and regulatory practices governing green power data governance on both sides of the Strait, and constructs a “legal adaptation - technological guarantee” dual - pronged algorithm compliance system. By introducing technical tools such as privacy computing and blockchain, it designs a sharing algorithm model that balances security and efficiency, and proposes a path for institutional innovation based on the practices of cross - Strait integrated development demonstration zones. The research shows that only through mutual recognition of rules, mutual trust in technology, and interconnection of mechanisms can the compliant flow and value transformation of green power data elements be achieved, providing a sustainable institutional guarantee for cross - Strait energy cooperation.
