Abstract

With increasing network heterogeneity, adaptive techniques for coding multimedia (and mainly video) signals become mandatory. In this paper we introduce a simple techniques to adapt quantization step size in an open loop transcoder based on a perceptual interpretation of DCT coefficient distribution. Results show that the technique is actually very simple and despite this simplicity, effective in improving the (trans-) coded stream quality.
